Arbinder Hundal, P.Eng., P.E., is a Senior Project Manager, Technical Design Lead, and Lead Verifier with over 48 years of experience delivering complex municipal, transportation, and underground infrastructure projects across Canada, the United States, England, and the Middle East. He has led multidisciplinary teams through all phases of project delivery including technical contributions for Environmental Assessments (EA), preliminary and detailed design, tendering, construction administration and support, testing, commissioning, and warranty support.
He specializes in large-diameter potable water, sanitary, and stormwater infrastructure systems, including pressurized and gravity conduits, combined sewer overflows (CSOs), potable water and sanitary pumping stations, reservoirs, siphons, culverts, emergency overflow systems, and specialized hydraulic structures.
His trenchless expertise includes conventional tunnelling, micro tunnelling, Horizontal Directional Drilling (HDD), shafts to 12mØ and exceeding 40m depth, tunnels to 3.6mØ diameter, drop structures, and energy dissipation systems for major infrastructure installations in constrained urban and transportation corridors.

His experience includes major Design-Build projects for the Ontario Ministry of Transportation (MTO) and Metrolinx, bridge corridor utility relocations, tunnelled crossings beneath highways, intersections rail corridors, creeks/rivers, and environmentally sensitive areas, as well as complex pumping station and reservoir facilities. He has provided leadership and technical oversight for projects involving watermains to 2.75mØ diameter, sanitary systems to 2.1mØ diameter, and CSO systems with flow capacities to 63m³/s.
He has extensive experience coordinating with municipalities, regulatory agencies, conservation authorities, utility stakeholders, contractors, and multidisciplinary design teams. His responsibilities have included oversight and review of geotechnical and hydrogeological investigations, Geotechnical Baseline Reports (GBRs), QA/QC and constructability reviews, cost estimating, preparation of contract documents, tender support, contractor submissions review, evaluation of design alternatives and change orders, dispute resolution support, commissioning, and operational start-up. He is recognized for delivering practical, risk-aware, and constructible solutions on technically challenging projects. He remains
committed to mentoring and developing junior, intermediate, and senior engineering staff. He graduated in Civil Engineering from South Bank University in England in 1980 and completed a master’s degree in Water Resources Engineering on a part-time basis in 1990 through City University and Queen Mary and Westfield College, both affiliated with the University of London.
